The SERP Weekly Round-Up: Enforcement, Engagement, and Education in Action

Last week, the Safer Essex Roads Partnership (SERP) continued its commitment to Vision Zero, the ambition to eliminate all deaths and serious injuries on Essex roads by 2040, with targeted enforcement, powerful community engagement, and meaningful road safety education.

Vision Zero Day Loughton

A focused day of action in Loughton saw partners, Essex Police Roads Policing officers, and the SERP’s engagement team work together to tackle the Fatal Four: speeding, mobile phone use, seatbelt offences, and driving under the influence.

Among the most serious incidents, a driver under the influence of cannabis was arrested on Chigwell Lane while on his way to work- just yards from the M11 junction.

Officers also:

  • Stopped 13 drivers for seatbelt offences
  • Detected 5 mobile phone users
  • Stopped a vehicle travelling at 59mph in a 30mph limit
  • Seized 3 uninsured vehicles
  • Arrested 2 drivers for drug driving (cannabis)

In addition, around 108 people and 44 businesses were spoken to by SERP’s engagement team about the real-life impact of risky behaviour behind the wheel.

Sgt Chris Bramhill, Essex Police Roads Policing Unit, was in attendance. He said: “It’s amazing that people still drive without seatbelts, on their phones, or uninsured. Vision Zero days make a visible impact and demonstrate what’s possible when partners work together.”

Unplanned Interception

During their break, officers also intercepted a vehicle on the M25 following an alert for a recent armed robbery in Cambridge. Three individuals were arrested, all of whom were additionally not wearing seatbelts.

School Speed Watch, Henry Moore Primary, Harlow

Year 5 pupils took part in an impactful School Speed Watch, engaging directly with drivers caught speeding outside their school. Speeds reached up to 39mph in the 30mph limit, and the emotional conversations between pupils and drivers proved powerful.

Children asked drivers thought-provoking questions, leading to honest conversation, some memorable responses from stopped drivers included:

“I didn’t realise I was speeding. This really makes you more aware and puts it into perspective.”
“I’d never forgive myself… you can’t turn the clock back.”
“It’s my job.. I’d lose my job, and I wouldn’t say I’m normally a speedy driver, but I was just unaware of my speed.”

Also, year 5 pupils at Tudor Court Primary, Chafford Hundred, received pedestrian safety training, learning about safe crossing habits, and avoiding distractions near roads.

Community Engagement

At Waltham Abbey’s Classic Car Show, the SERP team engaged attendees on road safety themes and Vision Zero.

Every driver spoken to, every conversation held, and every arrest made on our roads this week moves us one step closer to safer roads across Essex.

Whether it’s through enforcement, education, or community action, our message remains clear:

Vision Zero starts with you.
